Selection of Fire Service Installation (FSI) Contractors and
responsibilities of owners of fire service installations or equipment

 

Q.1 How to identify a registered contractor and their classes?

Ans. Depending on the types of installations, registers of all registered fire service installation contractors are being kept by all fire stations, sub-offices of the Fire Safety Command and Licensing and Certification Command of the Fire Services Department. Q.2 What are the responsibilities of a registered FSI contractor?

Ans. A registered contractor should only undertake work on fire service installations or equipment appropriate to the classes under registration. Whenever a registered contractor installs, maintains, repairs or inspects any fire service installation or equipment in any premises, he shall within 14 days after completion of the work issue to the person on whose instructions the work was undertaken a ‘Certificate of Fire Service Installations and Equipment (FS 251)’ and forward a copy thereof to the Fire Services Department. The certificate shall state: –

  1. the address of the premises in which the work was carried out
  2.  a description of the fire service installation or equipment concerned
  3. the date of the completion of the work
  4. the nature of the work carried out
  5.  whether or not the fire service installation or equipment is in efficient working order

 

Q. 3 What are the responsibilities of the owner of any fire service installation or equipment?

Ans. The owner of any fire service installation or equipment which is installed in any premises shall: –

  1. keep such fire service installation or equipment in efficient working order at all times
  2. have such fire service installation or equipment inspected by a registered contractor at least once in every 12 months

 

Q. 4 What are the other factors to be considered when selecting a registered FSI contractor?

Ans. When selecting a contractor for a particular job, one should clarify with the contractor the payment to be made. For instance, some contractors may quote you with the lowest project sum excluding the charges for any minor alteration, rectification of defect, submission of plans or certification document, attending licence inspection and even offering advice/proposal. Some contractors would charge separately the issue of FS 251 but some would not. A detailed breakdown on the quotation on labour and material costs may be of assistance. Perhaps, you may ask them to produce some project references or you may check the track records of the contractor with your business companion or any credible person known to you.

問2: 註冊消防裝置承辦商有什麼職責?

答: 註冊承辦商只准進行其註冊所屬級別的消防裝置或設備的工程。註冊承辦商每當在任何處所安裝、保養、修理或檢查任何消防裝置或設備,必須於完工後14天內,向要求進行有關工程的人士簽發 ‘消防裝置及設備FS251證書(FS251)’,並將證書副本送交消防處。證書上須註明:

  1. 進行工程的處所地址
  2. 有關消防裝置或設備的描述
  3. 完工日期
  4. 工程性質
  5. 有關的消防裝置或設備是否有效運作

 

問3: 消防裝置或設備的擁有人有什麼責任?

答: 裝設於任何處所內的消防裝置或設備的擁有人,須 –

  1. 保持有關的消防裝置或設備時刻有效運作
  2. 最少每12個月為有關的消防裝置或設備安排註冊承辦商檢查一次

問4: 選聘註冊消防裝置承辦商時,還有什麼考慮事項?

答: 在選聘承辦商進行某項工作時,應向承辦商查明收費。舉例說,有些承辦商可能只是提供最低報價,當中並不包括任何輕微改動、矯正欠妥之處、遞交圖則或證明書、出席因牌照申請所需的視察或者甚至提供意見
